Complicated decision

The decision of the government of Arunachal to adopt Tibetan Rehabilitation Policy Act for Tibetans living in the state is being opposed by the people of Arunachal. The Central Government had formalized the Act in 2014. Arunachal has followed the state of Uttarakhand and Himachal Pradesh who has already adopted this act. Tibetans along with Chakma and Hajong consist biggest block of refugees living in Arunachal. There are several Tibetan settlements across the state and they are provided with health care and educational facilities by state as well as central government.  Also they receives massive donation from countries across the world. With the adoption of Tibetan Rehabilitation Policy Act, the Tibetans will be eligible to get trading license and also apply for the government jobs.

Therefore the decision to adopt this policy has potential to cause major socio-economic impact. It looks like government is following the dictate of centre. BJP along with its ideological mentor RSS considers Buddhist refugees in par with Hindu refugees and have been seeking special privilege for them. In the process of trying to please Delhi bosses, the BJP government of Arunachal has ended up bruising the sentiment of the indigenous population of state. If they go ahead and adopt this policy in totality the people of Arunachal might revolt against it. On the other hand there might be political repercussion if they fail to implement it. The next few days is going to be difficult for the Pema Khandu led BJP government.

Not ready to share Arunachal with outsiders

Dear Editor,

This is regarding the ongoing controversy over the decision of Government of Arunachal under the leadership of Chief Minister Pema Khandu to adopt Tibetan  Rehabili-tation  Policy  Act. As per this policy, the Tibetan refugees will be eligible to apply for government jobs, get trading license and will compete with local in almost every sphere of life. It’s not that I am scared of compe-tition but I would not like to share my state with the outsiders. The decision of state government is shocking and still I can’t understand how 12 member cabinet aided by bureaucrats made this blunder.  Well, CM Pema Khandu seems to have soft corner for Tibetans considering his devotion towards Tibetan spiritual leader Dalai Lama, but I can’t understand why cabinet members like Alo Libang, Honchun Ngandam, Nabam Rebia, Bamang Felix etc did not oppose this anti-Arunachal move.

At present Arunachal is going through difficult period due to refugee issue and unemployment pro-blem. By deciding to adopt Tibetan  Rehabilitation Policy Act, the govern-ment has further made life more miserable for the already suffering youths of Arunachal. Now next Chakma-Hajong will make similar demands. It will be followed by Bangladeshi refugee and may be one day ILP itself will be lifted. The political leader of Arunachal whether he may be CM or simple party worker should be loyal to motherland Arunachal and not to the outsiders. Our politicians should not show loyalty to outsiders based on religious affiliations. First of all we are tribal Arunachalee and after that we are Buddhist, Christian, Donyi Polo, Hindu, Muslim etc. If state government does not want youth to come on the street to fight bloody battle, then it is advised that Tibetan  Rehabili-tation Policy Act is repelled at the earliest. The youths are ready to support AAPSU and other organizations in this battle. Even if there is 100 days bandh call we will not complain. We will not allow Arunachal to be converted into Refugee Pradesh as we have learnt hard lesson from Tripura where indigenous people have become minority due to influx of outsiders.

Bike theft on rise

Dear Editor,

Through your daily I want to bring to the notice of District Administration that the cases of bike/scooty theft are increasing day by day. The recent record shows that there is a case of bike theft in every two days. So I would like to request District Administration to tighten up the checking process. In every check post and tri-junction high quality security camera must be installed. Helmet and license checking should be done every day and security must also check Engine and Chassis number. Most of the two wheelers are reported to be stolen during wee hours.

Scuffle between protestors and govt officials

Firing at Nari Sub-division

PASIGHAT, Aug 23: Security forces stationed in Nari Sub-Division reportedly fired around 50 to 60 shots in the air, following a scuffle between protestors and government officials on August 23.

According to a communiqué from the Galo Students Union (GSU), at around 4 PM, few activists who are heading the Non-Cooperation Movement and 'Tala Bandi Andolan' launched jointly by the GSU, Galo People’s Federation (GPF) and Galo Youth Organisation (GYO) went to the ADC office to enquire on the report sent to the state government regarding the ongoing Andolan.

The Union claimed that on enquiry, it was learnt that officials at Nari had been sending wrong and falsified reports to the state government that offices of the sub-division were open during the Tala Bandi Andolan.

The GSU alleged that after being repeatedly provoked by the government officials from Nari ADC administration, there was heated exchange of words leading to the officials ordering lathi charge on the peaceful protesters and subsequent firing of 50 to 60 rounds by the security forces.

However, official sources informed this daily that they did not send falsified reports to the state government. It was informed that the Tala Bandi Andolan was in place from Monday, and officials attended their offices even if it was in the evening, after the protestors had left the office premises.

"We were stopped from entering our offices in the day time, but we did attend and work in the evenings even if for a few hours, so the reports sent are not false", the official said.

Sources also claimed that the security forces were ordered to disperse the crowd after the protestors got aggravated on the issue and started to pelt stones towards the office building.

"The police forces resorted to lathi charge after the protestors took to pelting stones", the sources said, adding that the protestors assaulted the government officials and damaged their vehicles.

"Rounds were fired as a last resort to disperse the crowd and avoid any further damage or assault", the source said, and informed that they do not have the exact number of shots fired yet.

Reportedly, eight persons have been detained by the police in this connection.

The organisations maintained that some unidentified miscreants took advantage of the situation and damaged the vehicles of the EAC and WRD department.

They strongly condemned the Nari ADC administration for allegedly using excessive force on the protestors and common denizens of Nari Township.

Demanding immediate release of all the arrested persons and stringent action against officials of Nari ADC Sub-division, the unions also called for action against paramilitary forces for alleged illegal trespassing and for intimidating the citizens.

The GSU, GYO and GPF launched their non-cooperation movement from August 11 and the Tala Bandi Andolan from Monday last after repeated failure of successive state governments, including the present one, to press for early functioning of Deputy Commissioner and Superintendent of Police offices for Lower Siang district, which was created and notified in 2014.

 

 

Govt to bring children living with HIV under disadvantaged group

ITANAGAR, Aug 23: Complying with the Supreme Court order, the state government has decided to bring all children living with HIV under the advantaged group under Section 2 (d) of the Right of Children to Free and Compulsory Education Act, 2009.

In an official notification, Education Commissioner Hage Kojeen directed parents and school authorities to submit the names of children living with HIV to DDSEs and DPOs for onward submission to the State Project Director of SSA Rajya Mission for their inclusion in the disadvantaged group.

A medical certificate of HIV infection from the competent authority will be required to consider them as child belonging to disadvantaged group.

The Supreme Court while disposing of a Writ Petition filed by Naz Foundation (India ) Trust Vrs Union of India & Ors, passed an order in March this year directing all the states and union territories to consider issuing appropriate individual notification(s) to bring children living with or affected by HIV within the definition of "Child Belonging to Disadvantaged Group" as defined under Section 2 (d) of the Right of Children to Free and Compulsory Education Act, 2009.

 

 

Medical board submits inconclusive report to court

ITANAGAR, Aug 23: The medical board constituted by the Sessions Court of Yupia, regarding the health condition of alleged molestation case accused Tani Jongkey, has reportedly submitted an inconclusive report to the court.  

Sources informed that the medical board submitted its report after examining alleged accused Jongkey's condition, without clearly specifying whether he was fit to leave the hospital and serve jail time for further interrogation or not. Interestingly, the medical board mentioned only the ailments he was suffering from, such as diabetes and hypertension.

The alleged accused has been under custodial treatment in the Tomo Riba Institute of Health and Medical Sciences at Naharlagun, avoiding custodial interrogation. He had applied for anticipatory bail, but the court rejected it four times.

The court has also sought detailed records and status of the said case and has scheduled a hearing for August 29 August next.

An FIR was filed against Tax and Excise Joint Commissioner, Tani Jongkey on July 5 last for allegedly molesting an 11 year old girl. He is currently under police custody, but has been evading jail time.

 

 

Commercial flights from Pasighat ALG to start shortly

PASIGHAT, Aug 23: Commercial flights from the Pasighat Advanced Landing Ground (ALG) are likely to start soon as the civil terminal is almost ready, said Vinod P Kavle, Secretary Civil Aviation, GoAP.

Before giving a go-ahead, Secretary Kavle, along with Deputy Commissioner Tamiyo Tatak and team of officials from the Department of Civil Aviation visited the airport and made a thorough inspection of the civil terminal and its existing facilities.

Expressing satisfaction over the progress, Kavle gave some specific instructions for certain modifications of the existing facilities of the civil terminal as per requirement under Regional Connectivity Scheme of GoI, also called UDAN.

He said that the Chief Minister and Chief Secretary have held a series of meetings to make Pasighat ALG operational for commercial flights by September this year.

The high rise concrete structure of the upcoming Pasighat Outdoor Stadium, which was objected by the IAF, has been removed by the DD (UD), the executing agency of the stadium.

Earlier in the morning, Deputy Commissioner Tatak held a meeting with Secretary Kavle and discussed on power supply, drinking water facilities, ambulance, security control and monitoring room with CCTVs, beautification and trimming of tall trees etc. The Deputy Commissioner assured to take proper care of these matters.

Superintendent of Police, Pranav Tayal briefed about security arrangement, while Director of Civil Aviation, R Ronya updated the progress, presenting a detailed report. (DIPRO)

 

 

Govt finalises new cadre policy for IAS, IPS officers

NEW DELHI, Aug 23: A new policy for cadre allocation has been finalised by the Central government for IAS, IPS and other officers, aimed at ensuring "national integration" in the country's top bureaucracy.     

Officers of all-India services -- the Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFoS) -- will have to choose cadres from a set of zones instead of states.     

The officers of the three services are currently allocated a cadre state or a set of states to work in.     

They may be posted on central deputation during the course of their service after fulfilling certain eligibility conditions.     

The existing 26 cadres have been divided into five zones in the new policy proposed by the personnel ministry.     

Zone-I has seven cadres -- AGMUT (also known as Arunachal Pradesh-Goa-Mizoram and Union Territories), Jammu and Kashmir, Himachal Pradesh, Uttarakhand, Punjab, Rajasthan and Haryana.

Zone-II consists of Uttar Pradesh, Bihar, Jharkhand and Odisha, while Zone-III comprises Gujarat, Maharashtra, Madhya Pradesh and Chhattisgarh.     

West Bengal, Sikkim, Assam-Meghalaya, Manipur, Tripura and Nagaland will constitute Zone-IV, while Zone-V will have Telangana, Andhra Pradesh, Karnataka, Tamil Nadu and Kerala.     

Under the new policy, candidates can only select one state/cadre from a zone as their first choice. Their second, third, fourth and fifth choices have to be from the different zones.     

"This policy will ensure national integration of the bureaucracy as officers will get a chance to work in a state which is not their place of domicile," the official said.      He said the new policy would help in upholding the rationale behind the all-India services.     

The official said the policy is likely to be put into effect from this year.  (PTI)

 

 

'Smart City proposal of Itanagar soon'

NEW DELHI, Aug 23: The Ministry of Urban Development has assured that the Smart City Proposal of Itanagar will be considered soon as a special case.

In a release, it was informed that Urban Development Minister, Nabam Rebia advocated for Itanagar as a Smart City during a discussion on Smart City Proposal, Itanagar at the office of the Mission Director of Smart Cities in Nirman Bhawan, New Delhi.

Addressing a group of officers and experts, he said that Itanagar has the potential to become a tourist hub, alongside education and allied sectors. Also explaining the advantages and difficulties in Arunachal Pradesh to the team of officials, Rebia also answered various queries placed by the team, and assured to supplement the same in the revised proposal.

On the positive direction received from the Ministry, Rebia directed the Smart City Itanagar Consultant to take a serious look into the queries raised, so that the final proposal could be submitted to the Ministry at an early date for consideration.

Principal Secretary Coordination, Jitendra Narayan; Director TP & ULBs, Amoy Morang; Advisor to CM, K C Dimole and IMC Executive Engineer Tadar Tarang accompanied the Minister.

 

 

PPA, GAF against Tibetan Rehabilitation Policy Act

ATDSU threatens democratic movement

ITANAGAR, Aug 23: Expressing serious concern at the decision of the state government to implement the Tibetan Rehabilitation Policy Act (TRPA), 2014 in the state, the People's Party of Arunachal (PPA) in its executive meeting on Wednesday unanimously decided to fight tooth and nail against the cabinet decision.

The PPA said that it took this decision to preserve the sanctity and spirit of the Bengal Eastern Frontier Regulation Act (BEFRA), 1873, which clearly made Inner Line Permits mandatory for outsiders entering Arunachal Pradesh.  

Condemning the cabinet decision as unpopular and undemocratic, the PPA said that that such a decision is highly detrimental to the future generation of the state.

"This issue needs to be widely discussed and debated among various civil societies, students' organizations, all political parties and PRI leaders in the state. It should be discussed in the state Assembly also", the PPA said.

Giving jobs in health and other social sectors to the Tibetans as per TRPA, 2014 is simply dangerous for the state, the party said, adding "Tibetans cannot be given any special category status in the state just because the Chief Minister has an extra soft corner for them."

The people of the state must also recall the mass Referendum Rally on Chakma refugees in 1995, wherein it was unanimously resolved to treat the sympathizers of the refugees as foes of the state and to be ex-communicated accordingly, the party said.

Stating that the people of the state and other political parties are not informed yet about the outcome of the all-party meeting on the refugee issue, the PPA also suggested for opening a new refugees' department to monitor and register the increasing number of refugees in the state.

Meanwhile, the All Tawang District Student's Union (ATDSU) also objected to government's decision to implement the Tibetan Rehabilitation Policy Act and demanded its immediate roll back.

All Arunachal Pradesh Students' Union (AAPSU) leader Koncho Tashi said that the 'hasty' decision taken by the government would snatch employment opportunities from the local people and also pose threat to other economic activities of the local people.

"Tawang is a district with cent per cent followers of Buddha. We respect the Buddhist community residing within the district, but certain terms of the policy may endanger the rights of indigenous community", said ATDSU President Mindu Tsering,

The union decided to launch democratic movement, if the decision was not revoked immediately.

The Green Arunachal Foundation (GAF) has also condemned the state cabinet decision to implement the Tibetan Rehabilitation Policy Act and termed it immature and irresponsible.

While expressing solidarity with the AAPSU and other civil society bodies, the GAF also urged the state government not to indulge in anti-Arunachal Pradesh activities and demanded for roll-back of the cabinet decision immediately.

Alleging that state government has accorded APST status to numerous Tibetan refugees of Shyo village in Tawang district, the GAF said such status and benefits provided to the refugees should be withdrawn.  

"These refugees have been allotted land and are enjoying all the benefits meant for the local indigenous people of the state," GAF Chairman Takam Tatung said in a release.

Further, GAF appealed to the former AAPSU leaders who are in the state cabinet at present to act wisely and understand the crux of the refugee problem in the state.

"The former AAPSU leaders should best understand the problems faced by Arunachal Pradesh, particularly the two vexed issues of Chakma-Hajong and Tibetan refugees and boundary dispute with neighbouring Assam", the Foundation added.

 

 

30 solar street lights installed, CCTVs soon

ITANAGAR, Aug 23: In an effort to bring the fruits of development to the  doorsteps of  the people of the Capital Complex,  Deputy Commissioner  Prince Dhawan inaugurated 30 solar-based street lights at Chimpu-I village and Bath-Ganga village here on Wednesday.

Speaking on the occasion at Ganga Higher Secondary School, the DC informed that the district administration has proposed to install 50 solar street lights in the area and the remaining 20 solar street lights would also be installed at the earliest.  

DC hoped that the installation of solar lights would help bring down crime rates, road accidents and more importantly would contribute to the overall development of the area.

He also urged the student community and the residents of the area for proper maintenance of the street lights.

Informing that the district administration is contemplating to install solar street lights along with CCTV cameras at all major locations of the Capital Complex, the DC said CCTV cameras would also be installed at the posts where the solar lights are installed.  

The DC further lauded the effort of APEDA for successfully completing the project on time.

APEDA Director, Marki Loya stressed on the need to promote alternative source of energy, adding that the use of solar energy would also contribute to a cleaner environment.

He informed that under the Ujjwala scheme, the APEDA is issuing LED bulbs, tube lights and fans at subsidised rates. Loya also handed over 50 LED bulbs to the school principal.

Earlier, Batt-Ganga ZPM, Techi Meche and Anchal Samiti Chairperson, Teli Yamang, while lauding both the DA and APEDA, hoped that the administration would take up more initiatives for development of rural areas.

Later, the DC visited the classrooms of the school to assess the school infrastructure. (DIPRO)

 

 

State govt committed to declare state ODF by Dec

SEPPA, Aug 23: Assistant Engineer cum Nodal officer SBM-(G) Seppa, Mayan Kino has said that the state government is committed to declare the state Open Defecation Free (ODF) by December 2017.

He was addressing a PHE & WS Division Seppa conducted awareness meeting on water and sanitation under Swachh Bharat Mission-(Gramin) programme at Bana.

The Assistant Engineer cum Nodal officer SBM-(G) Seppa also emphasized the importance of water and sanitation, and health and hygiene. He informed that the Government of India is funding Individual House Hold Latrines (IHHLs)for every household as incentive, and sought the cooperation of all to achieve the target of ODF status.

He also informed the gathering that completed water scheme will be handed over to the Village Water & Sanitation Committee for operation and maintenance.

Zilla Swachh Bharat Prerak of East Kameng district, Devika Sahni advised the gathering to construct sanitary toilets, for which the Government of India and the state government are funding IHHLs for every household.

Stating that water supply is essential for achieving complete ODF, Bana Gaon Burah, Rate Degio advised the department to implement toilet and water supply at the same time.

Besides Zilla Parishad members, the Anchal Chairperson and general public, Bana Junior Engineer, Tore Lingfa, Consultant (Water & Sanitation), (HRD) and Block Coordinator also attended the meeting.

 

 

Indigenous Farmers & Agriculture

Area wise, Changlang district has prolific land in abundance. What differs is the utilization, and apparently, it has been limited to 'hand-to-mouth' existence. After the culmination of paddy season, the fertile fields are abandoned by the indigenous farmers for cattle grazing and weed growing.

In other districts, the land is used round the year and the practice has improved the socio-economic status of the indigenous farmers tremendously.

The case of Changlang district is totally disparate. It has botched the prospect of agriculture prosperity and possibility, except for cardamom cultivation, which has in recent years revolutionised the rural economy in a couple of administrative circles.

From dazzling agri-projects to disappointing agri-packages, the experience has maligned the trust of the indigenous farmers. The paucity of attendance during workshop and training programmes substantiate the emerging distrust. As per reports, indigenous farmers exit from these lucrative programmes claiming that the technical discourse has gone above their head. They also exert of getting lost in the sophisticated content of the power point presentations. This may be why they do not react enthusiastically to such programmes and intentionally ignore the follow-up programmes.

At some point of time, as an act of generosity, the who's who of the precinct has delineated the mammoth potential of agriculture in mitigating the widespread misery.

No doubt, they have provided an incredible platform to dream big, but have failed to furnish the support structure that would have actualized the opulent dreams.

The inability to convert the massive potential into life changing alternative is perhaps, pushing the farmers towards cash-earning crops like poppy, through which a farmer reportedly earns a large amount of money from a small plot of land, and without much physical labour.

The medieval mindset and the collective hesitancy to withdraw from the cocoon of subsistence farming are withholding the evolution of contemporary or commerce-based agriculture. This frontier region still depends on primitive methods and languishes with the first generation or antique tools that wholly rely on manual workforce and has an unimpressive history of producing lesser than the total input.  

Over the years, the efforts of the government have been magnanimous. They have introduced myriad of schemes to meliorate the moribund status of agriculture, but the endeavour, despite being genuine, perished without embossing any footprint on the rural landscape.

For instance, while scouting the grass-root level, the reality is not pretty. All the privileges like subsidy, official commendation, free tool and machine meant for the poor indigenous farmers are relished, allegedly by the armchair farmers or influential circle.

The blatant discrimination has degenerated grass-root performance, and prevented agriculture from advancing, as expected. Thanks to the various roadblocks created by myopic vision and agri-illiteracy, the green revolution stands at a confusing crossroad; uncertain of which direction to take.

Despite being a prodigious part of indigenous existence, the farmers are weary of hanging on to their ancestral dignity and inheritance. Ironically, they take pride in buying pesticide-lashed vegetables from the daily bazaar; that too by covering several kilometers. If the same energy was invested to cultivate the prolific plot, three things could have been accomplished- one, organic foods would have been plenty; two, the cash saved would have been enough to survive the rainy season, and three, partially though, the unemployment predicament would have been sorted.

What adds up to the disappointment is that majority of them prefer wasting their hard-earned income in buying the products that grow in the wild and are available in nearby forests. The exuberant spirit of ploughing the fields and the mirth of the agri-season are at the nascent phase of obscurity. The local fields are dominated by sharecroppers and the crop share of local farmer does not last a season.

It is an ominous sign that the affinity between indigenous farmers and agriculture is falling apart; perhaps signaling the forthcoming doom of agriculture. (The contributor can be reached at simaitom@gmail.com )

Governor exhorts students to strive for excellence

ITANAGAR, Aug 23: Governor P B Acharya exhorted all the five students of the Puroik community, who have been selected to pursue GNM course in Alva's College of Nursing, Vidyagiri in Karnataka, to strive to achieve excellence in their chosen field.

The five students selected for the GNM course met the Governor at the Raj Bhawan on Wednesday.

The Alva's Educational Foundation, at the initiative of the Governor has provided free tuition, accommodation and conveyance within the college campus for the selected students during their entire four years course as a good will gesture towards the people of North Eastern states.  The state government is bearing the food and travel expenses of the students.

Tani Lipi in school curriculum’

ITANAGAR, Aug 23:  The All Abo-Tani Clan Students' Union (AACSU) has in a release on Wednesday, strongly supported the demand by the Arunachal Pradesh Tani Clans Youth Organization (APATCYO), seeking adoption of the Tani Lipi script in the state's academic curriculum for its preservation.

It has demanded the state government to introduce the Tani-Lipi script in academic curriculum to promote and preserve the indigenous dialect.

 

 

 

Supply of textbooks demanded

ITANAGAR, Aug 23:  The United Students' Federation of Aalo (USFA) sought for supply of textbooks in government schools in the district, saying that shortage of textbooks is hampering the classes and affecting students' education.

The USFA has also submitted a representation to the Chief Minister seeking posting of subject teachers at Government Higher Secondary School of Aalo, claiming that the said school is facing shortage of subject teachers.  It also demanded that the Chief Minister create posts of  and appoint post graduate teachers at Government Nehru Memorial Higher Secondary School in Aalo.

The federation also reflected the requirement of basic amenities like water supply connection and absence of toilets and urinal sets in the school and sought for adequate teachers' quarters in the school area.

 

 

 

Awareness camps on vector borne diseases concludes

ITANAGAR, Aug 23: Two-week awareness cum sensitization campaign on vector borne diseases, which began on August 9 last, concluded on Wednesday at Government Polytechnic College, Itanagar.

Held in all 30 wards under the Itanagar Municipal Council, District Vector Borne Diseases Control Programme Officer, Dr Aruna Tana and District Consultant, Techi Pekhi Tara, along with their teams imparted awareness in various educational institutes, market areas and residential areas.  

Held in coordination with all ward councilors of the IMC, the team gave information on dengue, its signs and symptoms; treatment and diagnosis, and preventive strategies on vector containment, based on the Entomological Survey Report. The survey was carried out in July this year following impending chances for dengue outbreak in the twin Capital Complex.

Under the Vector Borne Diseases Control Programme, teams will be engaged in house visits to impart IEC on source reduction in the Capital Complex. The drive has already started and will continue till September 16.

Itanagar-Capital Complex Deputy Commissioner, Prince Dhawan requested the citizens to support and cooperate with the visiting staff at their respective wards. The DC also requested citizens to cooperate with the DA as it requires collaborative efforts to avoid outbreak of such diseases. (DIPRO)

 

 

 

1st quarter review meeting held

ROING, AUG 23:  The District Task Force on immunization held its first quarter review meeting on Wednesday under the chair of Lower Dibang Valley Deputy Commissioner, Deepak Shinde.

The DC expressed dissatisfaction over the performance of Parbuk and Koronu community health centres for extremely low percentage of immunization records in the first quarter of the drive. He directed the DMO to issue show cause notice to the responsible officers and officials for negligence and poor performance. He also directed the DMO to give more emphasis to the outreach camp where low percentage of immunization was recorded.

The DC also said that proper mechanism should be adopted for other outpost administrative circles to ensure full immunization in the district, and insisted on proper mobilization of ASHAs and Anganwadi workers for more dedication in the entrusted duties.

He also said that to trace any left out children, the implementation of compulsory full immunization certification system by doctors concerned should be strictly followed during admission procedure in nursery and primary schools. He also informed of rewards and financial assistance for the community health centres with good performance and achievement records.

District RCH Officer, Dr R Mena highlighted the progress of the immunization drive and informed that 339 children was the target as per RI/ORS micro plan in the first quarter (April to June, 2017) of the drive, but only 180 children (aged between 9 to 11 months) were fully immunized. He also informed that to cover the other left-out groups, the process has been expedited for full immunization. (DIPRO)

 

 

 

DC convenes coordination meeting with defence orgs

TEZU, Aug 23: Lohit Deputy Commissioner, Karma Leki convened a coordination meeting of the district administration with defence organisations in Tezu at the DC's Conference Hall on Wednesday.

In the meeting, the DC sought cooperation from all organizations in the area and said any problem or issues which need the intervention and attention of the district administration should be informed to his office.

He asked the BRO to expedite all the work related to embankment and flood restoration, especially at 32 Mile Bridge area where some portions were damaged during the monsoon. Issues regarding power supply and drugs and narcotics were also discussed during the meeting. He further sought cooperation and inputs from SIB to deal with the menace in the district.

He also assured that power crisis in Tezu will also be solved soon.

Meanwhile, he informed all the organizations present about the GST facility centre that has been opened in the DC's office complex. He asked them to avail the facility provided there for registration and other related work and services related to GST.

The meeting was also attended by Superintendent of Police, Isaac Pertin, representatives of 48th BRTF, SIB, SB, 82nd Mtn Brigade and 25th ITBP. (DIPRO)

 

 

 

Awareness created on consumer rights

ITANAGAR, Aug 23: In all, 40 trainees of Jan Shikshan Sansthan, under the Ministry of HRD were informed about consumer rights, weights and measures, packaged commodities, product standardization, etc during a day-long awareness programme on Consumer Rights and Responsibilities.

Conducted by the Consumer Counseling Centre under Oju Welfare Association (OWA) at Oju Conference Hall, Naharlagun on Wednesday, Project Manager of Special Adoption Agency, Kunjolata Rajbanshi spoke about misleading advertisements and discount sale, food adulteration, etc.

Director of Jan Shikshan Sansthan, Punyo Rina appealed to the beneficiaries and staff of OWA to spread the message across the masses.

 

 

 

Training on community resource management plan

KHONSA, Aug 23: Two-day training on Community Resource Management Plan (CRMP) for NGOs and Development Support Team (DST) began at the UD Circuit House on Wednesday.

Organised by the North Eastern Community Resource Management Project (NERCORMP), the training aims to ensure participation of the project communities in planning, budgeting, implementation, monitoring and maintenance of the NERCORMP projects in the twin districts of Tirap and Longding.

In his address, Project Manager of NERCORMP-Tirap, Ruzing Bellai said that the ultimate objective of promoting CRMPs is  for sustainable utilization of natural resources.

Resource person and Business Development Officer, Bitupon Bora said that sustainable resource should be based on socially-responsible economic development.

IDO Abraham Teron gave presentation on the Participatory Rural Appraisal which will form the basis for the formulation of the CRMPs for each project village of NERCORMP in Tirap and Longding districts in the coming years of the project implementation.

At least 75 NGO members, including the NERCORMP Tirap district team is participating in the training.

 

 

 

Abotani Cup Football Championship

ITANAGAR, Aug 23: Banderdewa FC and Khyoda Brothers registered wins in the Abotani Cup Football Championship on Wednesday.

Banderdewa FC (BFC) beat B K Mission FC 1-0 in the first match and Khyoda Brothers beat Kargu Kardi FC 2-0 in the second match.

Nabam Johny of BFC and Karo Dadda of Khyoda Brothers were adjudged men of the first and second matches respectively.

Arunachal Pradesh Football Association President Takam Sanjoy presented the 'man of the match' trophies to both the winners.

On Thursday, the first quarterfinal match will be held between Bamang Taji FC and B K Mission School, while Milkyway Nirjuli will take on Kargu Kardi FC in the second quarterfinal

 

 

 

Teachers sought for remote schools in U/Subansiri

DAPORIJO, Aug 23:  In a memorandum submitted to the Director of Elementary Education, the Siyum Nacho Limeking Taksing Border Area Intellectual Forum (SINALITA BAIF) has appealed to him to post adequate mathematics and science subject teachers to four circles of Siyum, Nacho, Limeking and Taksing.

The Forum has claimed that government middle schools in Siyum, Page, Nalo, Limeking and Taksing, besides Government Secondary School of Nacho, located at remote circles of Upper Subansiri district have been facing shortage of teachers, especially mathematics and science teachers for the last many years.  The SINALITA BAIF appealed to the authority to post adequate teachers in the said schools at the earliest..

 

 

 

'Sankalp Se Siddhi' prog celebrated

TAWANG, Aug 23: A total of 14 Soil Health Cards were distributed to farmers by Tawang MLA, Tsering Tashi as part of a KVK Tawang New India Manthan 'Sankalp Se Siddhi 2017-2022' celebration, sponsored by the Ministry of Agriculture and Farmers Welfare, GoI on Wednesday.

About 200 farmers participated in the programme, besides various HoDs, ZPC Tawang, ZPMs of Tawang and Kitpi block and all the PRI members of Tawang.

 

 

 

Solung Football Tourney: Semifinal lineup complete

ITANAGAR, Aug 23: The lineup for semifinals of the Itanagar Solung Festival Football Tournament is complete with Gidii Yameng and Dooying Goolong joining Siang United and Sol-ung United in the final four.

Gidii Yameng reached the semifinals defeating Abor FC 1-0 in the third quarterfinal played at DNGC playground on Wednesday.

The winning goal was scored by Lomsang Pertin just before the final hooter. Pertin was adjudged player of the match.  

Dooying Goolong stunned tournament favorite Naharlagun Solung 1-0 to book their semifinal berth.

The all important goal was scored by Omin Pangging and Kasu Tayeng was adjudged player of the match.

Gidii Yameng will take on Siang United FC and Solung United will face Dooying Goolong in the semifinals on Thursday.    

 

 

 

Cleanliness drive

ROING, Aug 23: More than 50 volunteers from all walks of life participated in a cleanliness drive cum awareness programme organised by the I-Clean Dibang Valley at Anini on Sunday last.

The objective of the programme was to educate and create awareness amongst the people of Dibang Valley district about the importance of cleanliness and to make the district litter-free.

As an encouragement, ZPC Anini, Depen Molo and Co-convenor Togeh Mepola, assured to provide T-shirts to the team, while President DVSU Giri Molo assured 50 pairs of hand gloves. Also, free WiFi for the volunteers for an hour during the cleaning process will be managed by Raj Mele.

 

 

Meet discusses development of sports

LONGDING, Aug 23: A meeting was convened by the District Olympic Association (DOA), Longding at the circuit house to discuss various issues relating to development of games and sports in the district.

The meeting held under the chairmanship of DOA President Tailai Taham stressed the need for forming district level sports associations for gearing up sports activities.

After thorough discussion, the meeting formed 10 district level sports associations for archery, boxing, karate, wushu, weightl-ifting, athletics, carrom, table tennis, volleyball and chess. Accordingly, office bearers were also appointed.

 

 

NSCN(R) cadre arrested

CHANGLANG, Aug 23: A hardcore NSCN (R) cadre involved in various illegal activities in Manmao, Nampong and Jairampur areas was arrested by police from Chumpon village of Manmao circle.

Bainong Mungrey, the SS Rajapio of NSCN (R) was arrested by a team of police from Manmao Police Station under Changlang after a search operation, conducted based on information about the presence of underground cadre(s) in the area.

The police team cordoned off the village and started search operation which led to arrest of the cadre.

He is also a prime accused in Jairampur Police Station and a case has been registered U/S-448/365/326/34 IPC r/w Sec 25(1B) Arms Act and Sec 13 UA (P) Act. (DIPRO)

 

 

AAPLU seeks cabinet reshuffle

ITANAGAR, Aug 23: The All Arunachal Pradesh Labour Union (AAPLU) has urged the Chief Minister to reshuffle his cabinet to improve working efficiency of the ministers.

Claiming that during the inauguration of road projects at Borum in the recent past, the CM had assured to reshuffle his cabinet every six months to streamline and improve the work efficiency of the department, the AAPLU said no reshuffle took place till date  after formation of the ministry. It further claimed that issues related to the labour community are not taken seriously in higher level of the state government.

The Union also urged the CM to seek report cards from the ministers on development activities of respective departments every six months.
